What is the best way to clean this up?

Soak it overnight in warm soapy water. While soaking, drive to store and buy a new pot.
Seriously, with that much rust it's probably pitted. Google how to set up an electrolysis tank for rust removal with a battery charger and washing soda and you can remove the rust to see what the remaining surface looks like.
Good luck, post pics if you try it.

Completely cover/soak it in vinegar for 24-32 hours. When you can wipe the rust off with your finger it's ready to come out. Neutralize it with baking soda, wash it, and then season it

Don't use acid, that attacks the rust and the good iron too. Use a dedicated rust removing product like Evap-o-rust or the WD40 brand soak. They work better, faster too. After that you better have a good grinder, wire cup, a Roloc kit, and some hours to burn to bring that thing back into service.

It looks beyond help
Too much deep pitting. A little surface rust is one thing, what you have is entirely different

Spray the whole thing with oven cleaner and put it in a heavy duty garbage bag for 24-36 hours.

There’s going to be some grinding involved with that.

Scrape what you can out (scraper blade or small putty knife), put in oven, and turn the oven on self cleaning cycle. After this you will know what you have to work with

I would use the vinegar. Been seasoning my cast iron with flax oil. You can get it at whole foods.

Start a raging charcoal fire in your bbq and bury in it, grind/sand whatever is left after it cools and then season it.

Buy a $15 skillet at academy

That’s a lot of rust. Just buy another one. Unless it’s like a Griswold or Wagner etc then it might be worth the effort. But still that one is in rough shape.

Sand blast it, then season it with oil.

Grinder with a wire brush, but as stated by others might not be worth the effort

This, after the vinegar soak scrib it with a scotch brite pad.

Nothing a little needle gunning can't fix

What looks too bad is most often built up crud and will come off.
Either soak in 50/50 water and vinegar or stick it in a fire. Either way.
Don't leave it in vinegar too long or the vinegar will eat it.
