One of my first thoughts tonight whilst watching Biden’s speech:
Apparently I wasn’t alone.
Just stumbled across this in my IG feed.
What’s happening here?
Does he have some sort of face appliance that’s slipping?

It's probably a series of small strokes, or TiAs.
In a lot of instances people that suffer from these, experience their face drop on one side, the person may not be able to smile, their lower mouth may become disfigured looking, their mouth may have dropped, and their eyelid may droop.
If you watched him giving that insane rambling speech on Air Force One the other night, it's obvious he was having an episode, or just had one.
