It is unlawful and beyond the government’s authority to say “No, not paying a private university”?

It’s $9B, please fix OP.
Also, I was told that Harvard has such a huge endowment that they don’t need federal money.

frick 'em! They're sitting on billions of their own money that they don't want to spend, and believe they are entitled to billions of dollars in taxpayer money as a private institution?

Are these grants signed contracts?
Is the government contractually obligated?
If they are, for how long are these obligations? One year? 5 years?
I don't know the answers.

It’s like a kid suing his parents because they are refusing to get him yet another bicycle for Christmas.
Oh, and that kid is extremely rich.

No private universities should receive funding from the federal government.

Was the 9 billion dollars medical research grants?

Only in a demented mind of a Harvard f*cking liberal could they argue that because they are private university, they can discriminate on a basis of race, religion, or any f*cking way they want. Further, the government has no say in whether or not it is required to give Harvard $9 billion of taxpayer money to fund its leftist f*cking insanity.

Why should any university get federal money? You aren't mandated by the govt to attend college.

I don't know, another poster above asked the same question, I don't see any answers.

That's a libertarian position, but if you put that single issue on a nationwide referendum, I think 90% of our citizens would support some tax dollars for reasonable needful research grants to universities particularly in medical research, why let Big Pharma do all the research?
