The way China is doubling down seems to show they are in FAFO phase. Interesting thing is that they are threatening other countries and it may blow up in their face.

We got a few 5×10×3/16 sheets of 304 from China and the shite rusted on the shelf in the shop.
I cautioned them beforehand but sourcing is all about the savings. A few weeks later they contacted me and promised to switch to US or Japanese made SS from now on. About to order about $45K worth, so I guess we'll find out.

The marine grade is what I'm familiar with so I certainly believe your experience as well.

We just fabricate and repair industrial processing equipment. I've used a bit of marine grade stuff and some 440 on a few builds that went at facilities closer to the ocean like Harlingen and Pensacola, but I'm otherwise unfamiliar with the higher grade stuff.

They sure are. During the 45 Administration China trans-shipped via Canada to get around the tariffs and why Commerce is hell on wheels about country of origin now.

It’s obvious. Their own steel industry was getting swamped by Chinese dumping. They would have faced enormous negative consequences had they not tariffed, including massive layoffs and economic slowdown.
Here are some facts to consider:
The world’s steel capacity is somewhat fixed in the short/medium term, and it’s fixed to roughly the world’s demand.
China consumes about 900 million tons of steel and produces about 1.02 billion, so an excess of 120 million tons. The rest of the world makes about 950 million tons. So about 15% of the world’s steel will be looking for a new market without considering that this slowdown will drive China’s steel usage down. I’ll guess that China’s steel demand will drop about 30%. It would be much more, except the CCP will probably try to ride this out by subsidizing demand.
If my guess is close to right then nearly a third of the world’s production will be looking for new ways to flow to world markets that can only consume half of it.
Trump wants to allow that Chinese steel to flow to the world’s markets, otherwise world GDP would be adversely affected by shortages. But he wants that steel to be the most expensive steel, and he wants most of that high cost to result in revenues for tariffing nations. If he can get other nations on board with that then he will truly make China suffer by selling at a loss and still having to curtail production.
All of the points above assume a fungible steel market, but in truth, there are many different types of steel and many resulting markets. The Chinese export mostly the more crude steels because their more sophisticated stuff is very low quality.
