Section 2: No later than June 30, 2025, all state departments, agencies, boards, and commissions under the Governor's authority shall require their employees to perform their duties at a designated physical office or facility.

Section 3: No later than May 15, 2025, the Commissioner ofAdministration shall issue a policy in furtherance of this directive. This policy shall provide guidelines and limitations to ensure uniformity by departments, agencies, boards, and commissions. The Commissioner of Administration, upon request of an agency head, may approve exceptions to this directive. Any such exception shall be in conformity with the policy guidelines and limitations to be issued by the Commissioner of Administration.

Section 4: All departments, agencies, boards, commissions, and officers of the state, and any political subdivision thereof, are authorized and directed to cooperate in the implementation of this Order.

Section 5: All departments and agencies not subject to my authority, including those under the authority of independent elected statewide constitutional officers, are strongly encouraged to implement and comply with the policy and guidelines to be issued by the
Commissioner of Administration.

Section 6: This Order is effective upon signature and shall continue in effect until amended, modified, terminated, or rescinded by the Governor, or terminated by operation of law.

Good for Louisiana. State government employees will be more productive in the office rather than unsupervised on their couch.

Agreed.

State of Louisiana employees were motivated, talented, effficient, and overall amazing at thieir jobs pre-COVID. Our state employees were absolutely model employees!!!

I do not believe for one second that people are more productive at home then in an office. Maybe 10-20% of people but that it. The other 80% are just fricking off and hardly working.

Just wanted to clarify, It’s been a hybrid schedule for years.
Most have been doing 3 days in office and 2 at home. Some have been a 4/1 ratio.
State workers haven’t been completely at home since 2020 or early 2021.

Not Louisiana employees, but Fedgov.

I know this as a 100% fact through a veteran friend that works at a VA position under the Dallas VA umbrella:

The group of VA employees that were tasked with approving Community Care consults (farmed out consults to private specialists) were on a teleworking agreement post covid. With the manager's and the AFGE union's backing, they were on a quota of one claim per hour. Most claims take 10 fricking minutes.

They would process a claim in 10 minutes then frick off for the next 50. They were months behind on processing veterans' claims with no fear of retribution. They even got the VA to give those employees overtime because they were so far behind (still at 1 claim per hour) which at time and a half for a government employee us criminal. The manager would tell new hires to slow down and not work hard because it would look bad on management and peer employees.

They got RTO'd and voila, they're under direct supervision (and the AFGE is scared) and their productivity has increased tremendously to the point that they're caught up. Why? Because when they're stuck at a desk with minimal distractions, they might as well do their fricking job If they were at home, during that 50 minutes, they could run errands, mow grass, take the dogs for a walk, etc.

Asaveteran myself, that kind of shite gets me fired the frick up.

I wonder what you do if your job was not in an office to begin with. Numerous employees find themselves traveling across the state or out in the field half of the week 2-3 days never stepping into a physical office and doing most of their "office" work from a car.

Yep. Most agencies have had some form of telework policy. Usually 3/2 or 4/1 since at least Jindal.

No telework = more cars on roads = more traffic.

I don’t believe the “more productive” bit, but I do believe and see with my own eyes majority of the folks who I oversee and work with are as productive.

Now that said:

1- I’m one who believes personal interaction, even if not everyday, with folks you work manage, or for, or work with is good for trust and a positive working relationship. I do like really important meetings being in person.

2- Government employment is different, though. You F-around too much with what I work in, you’ll be shitcanned if you don’t shape up, and we’ll just get someone else in here. Tougher to fire folks in civil service line of work based solely on performance. So I agree with such folks being available at those offices.

I doubt there are a ton of road warriors working for the state, but I would imagine their situations wouldn't change. Maybe if one day a week was for reports and paperwork, they would have to go into an office for that day.

Mostly Economic Development and Tourism folks. Not a ton, but I don't see an exception for them.

Would this apply to them? Is that still allowed if you have an office but you flex time and occasionally work from home?

My understanding is no.

The language in the EO says:

All telework arrangements are canceled June 30, 2025. Unless for a medical exception.

Eta: Between this and the hiring freeze. Things are looking bleak for State employees and agency staffing levels. There's also legislation proposed giving Landry more control over Civil Service and another that will allow any classified positions to be changed to unclassified.

There’s been a large number of wfh for almost a decade, long before Covid. Either the state will soon lease a lot more property, or there’s an agreement that lets agencies turn a blind eye.

There's also a chance that this is walked back some.

The EO also orders the DOA to develop a statewide policy for teleworking.

So every telework agreement is canceled June 30 and whatever the DOA decides will probably start July 1.
