If one ignores all the available evidence, that is.
If you consider the evidence, though, this isn't as benign as a typical "attempted assassination." Hell, the cats on United 93 attempted to assassinate Bush, using the technical definition of the term. Building a VBIED and placing it near the WH on a route known to be used by POTUS would be an attempted assassination.
In Butler, an individual armed with a rifle was able to get into prime shooting position and deliver over a third of a "high capacity magazine", and the USSS and local LE auxiliaries DID NOTHING TO STOP HIM, until approximately 8 good, clear shots.
ETA: Therefore, there are only 2 conclusions:
1. The USSS is completely unable to conduct its primary function. It would not be unreasonable to consider non-meritorious hiring practices from the top down, OR
2. The USSS wanted the shooter to be successful and intervened only after the shooter should have been successful.
There is no reasonably supportable third option.
We are millimeters away from living in a very different world, roughly 10 diameters of a human hair. Trump was shot in the head. By a bullet. By someone who was conditioned to hate him by the left and the MSM.
Yet no one is held accountable, outside of a sacrificial USSS director.

What the hell does he think the medical records are going to show?
It's probably just a one page boilerplate ER form that says something like "78 yo male patient presented with a 2cm laceration to the epidural fold and subcutaneous cartlilidge of the right ear. Wound was cleaned, sterilized with antibiotic ointment and bandaged and the patient was discharged with instructions for proper wound care."
It's not like they conduct an investigation. They patch you up and then shout "next".
