I think the only scenario where it shouldn’t be used is to describe an actual mentally disabled person. Other than that, bring it back!

I used it a lot but never to some one who’s actually disabled only to people who act like it.

A lifetime ago one of my bosses (first named partner at law firm) had a kid with pretty severe CP. I was all paranoid once because I thought he’d overheard me say retarded. Couple weeks later and he’s dropping the hard-r retarded right and left going over a matter with me.
I think I may have been one of the tards to which he was referring. I decided I didn’t care after that.

I use it any time I want to. Retarded is one my favorite words. I even use it to describe myself sometimes.
