"People of the United States" means citizens, it doesn't mean "People in the United States".

We let people here illegally not only stay, but vote and determine and influence elections affecting actual citizens

No other nation tolerates this.

The way I read that is you don't have to have established residency 30 days prior to the election, but you still have to establish residency to register. They are just removing the 30 day cutoff. Many other states allow people to register all the way up to and including election day.
