Have 40,000 black people died from COVID?

I thought he said that 1 in every 1,000 black people have died of Covid. Don't know what that adds up to, but it didn't sound right to me when he said it.

All I got from that is either he’s lying, which I’m pretty sure he is, or there’s way to many fat severely unhealthy black people in this country.
