It wouldn't be a "big city" as I define it either, but the specific criteria of the OP was this, which clearly encompasses Knoxville:
Say, minimum size 100,000 people.

Ft. Worth has some rough areas but for a city its size it’s pretty well run.

I would have agreed a few years back but I was there in September and there were homeless everywhere. I usually stay in La Jolla but had to stay downtown so maybe that was the difference.
Uber drivers said it had gotten really bad in the last couple of years. They said a lot of homeless and mental health funding had been cut due to mismanagement of budgets at eh state level. Shocker, I know.
I have family there and we usually visit once a year. We didnt go this year and they told us that the homeless population has gotten way worse. It was already healthy.
I still love san diego and think about living there every time we visit.
Chattanooga is also on the list for me.

It wasn't bad in the Gaslamp and around the stadium and there weren't a bunch of large collections of homeless, but there were a lot of them scattered around. I do love that city though.

A handful of towns in northwest Arkansas are nice.
It helps that Wal Mart and their suppliers are shoveling cash into that area. It's much easier to manage growth than to manage decline. Unless you are a city in Louisiana....then you can't manage either.

That's a good one. I was also going to say Cape Coral...it's boring as hell but well run and safe.
My time in Charleston has been just under a year but I'd consider it very well run. And I helped elect the first Republican mayor in 150 years (keep in mind my frame of reference for how cities are run is Chicago).

IDK about being particularly nice, safe, or well run.
But I've always enjoyed my time there though. Cute downtown with lots of things going on; fairly good infrastructure, some very nice neighborhoods. Lots of sprawl though, and some divestment from areas closer to the city center. Hope they can stop that.

The answer is easily Salt Lake City.
I moved here from New Orleans. And yes, it is “boring” by comparison. But boring can be nice.
And I'm not the type of person to ever be bored.
So it works out.
