The article states testing will be done on the Penobscot River in Maine, which also figures in Red October. I'm going with April Fools until proven otherwise .

If this thing actually works, we should build 50 more nuke subs. A 100 more. The ability to park a dozen nuclear subs off the coast of any nation and know they can move undetected is a massive deterrent.
