Presumably to give the court independent confirmation of the location of the defendant at all times and to ensure compliance with a "house arrest" order issued in conjunction with a finding of criminal contempt.

I suppose the response would be that the Secret Service could provide the judge with that confirmation, but the Secret Service does not work for the New York state court system. Its loyalties are arguably elsewhere, and it is not difficult to argue that the judge is entitled to have his orders enforced by people who are statutorily required to follow HIS instructions.
