They had this issue in France about 20 years ago.
Tons of people died in a heatwave because they don’t believe in AC over there, compounded by it taking place during a time when most doctors were on their summer vacation.

Like the Bermuda highs that camp out over southern Louisiana and give us a heat wave during the summer the same happens on the Iberian Peninsula and France. High pressure from Africa migrates under a jet stream trough and brings hot clear weather to the area.
This is nothing new.
