Who should the main target be?

Yeah they need to get some centers and maybe plug a few other holes, but high level ball handling and creation is the biggest hole the Pels need to fill, especially with BI going out in a trade. There's a pretty telling stat to find a replacement too, drives per game. The Pels at a minimum need to replace what BI brought in this area if not upgrade it.
Here are the players ranked by drives per game last season. LINK For reference, Zion averaged 17.0, BI 13.0, and CJ 9.9.
Players with 10 or more drives per game that are realistically available, aren't fringe starters or over the hill, and could possibly be had as part of a BI trade would be
Trae Young 15.6
Darius Garland 15.2
Dejounte Murray 15.1
Coby White 13.8
Collin Sexton 12.9
Scoot Henderson 12.0
Tyler Hero 11.9
Anfernee Simons 11.6
Jaden Ivey 10.9
Immanuel Quickly 10.0
Who are the top 5 picks that could fit this role, anyone besides Topic and Sheppard?
I don't like everyone on this list, and please point out if I missed anyone worthwhile, but to me these are the names we should be focused on. If the Pels don't get one of these players back in the trades that happen this summer, it seems like they will take a step back in a conference where everyone else seems to keep moving forward.

I haven't seen Trae Young play a ton. How good of a passer is he? We need a good facilitator.

Swapping Garland for BI would make the most sense. That's my #1 preferred option. Then probably Dejounte.

Trae isn’t a great distributor. I’d rather have Dejounte if we’re going to target a Hawks guard

He's an excellent passer, one of the best in the league.
The question with Trae is can you build a competent defense with Trae. ATL hasnt been able to yet.

That's the top tier. The top 2 are unrealistic but a path (having to do with their team's implosion, not our desirability) to becoming available. Will cost godfather offers.
I don't know if White will be available, but he's not worth a godfather offer, IMHO.
I don't consider Garland available in any circumstance, but he'd be right behind Bam if he becomes that.
After that, we get to the budget options (White almost was this until his explosion)
Sexton
Allen
Herro
Quickley
Simons
Murray was on this list at the deadline ( )
I'd throw a future 1st but that's all tier:

Trae holds the ball and only passes if he thinks he can get an assist. Otherwise he's perfectly fine throwing up a shite shot.

Not the be-all end-all stat for being a great distributor, but Trae did average 11 assists a game this season...

That's silly. He's one of the best passers in the league. His assists are not random. It's deliberate and there's rhyme and reason to his passes. Not some random arse basketball we play which gets shut down easily in the playoffs.

I agree that Trae holds the ball too much but you dont average 11 APG by accident.
Trae is a very good passer and distributor.

You have this backwards. As much as we want to wish-cast, all reports are that Mobley is the most untouchable of the Cavs “big 4”. His play with Allen out has only reinforced that.

Either Mobley or Allen is getting dealt this year. They cannot coexist.
There is no such pressure for Garland to be dealt. Dmitch is going to force his way out making keeping Garland even more important.
I should have included Allen in the budget range, b/c there is a good chance he won't drum up value. The path to Mobley theoretically becoming available is a combination of (1) DMitch forcing his way out (which is likely) and (2) Allen's value tanking to like a 2nd or protected 1st way in the future (which is possible). Will CLE just give Allen away for nothing? When Dmitch screws up what they've built after getting some post-Lebron playoff success?

He still had 10 assists coming back from injury. Yea he has a poor game by his standards but his passing is the least thing that worries me about him as a player.

Last year, in their first round lost to Boston, he averaged: 29 pts, 10 assists, 4 rebounds a game, plus 10 steals in the 6 games. His shooting wasn't good though. 40% overall, 33% from 3.

Why do you think Allen has no value? There are literally cleveland fans who state Allen was the more consistent and better player this year. Not really understanding how you think his value tanked?
