BOGALUSA, La. — In a letter sent to Bogalusa Mayor Tyrin Truong, the state legislative auditor says Bogalusa is out of compliance with state audit laws.
“Now they’re on the what’s called the non-compliance list,” said Louisiana Legislative Auditor Mike Waguespack. “In fact, they are the only city in the state of Louisiana, as we sit here today, that’s on the non-compliant list.”

Waguespack says non-compliance means no state money, grants, or federal dollars can legally flow into Bogalusa. That much-needed money usually goes to things like infrastructure projects, recreation, and law enforcement support.
"A lot of cities throughout the United States need those supplemental funds,” said Waguespack.

Right now, Bogalusa has not turned in its 2022 audited financial statement. That was due in June of 2023. Even though Truong didn’t take office until January of 2023, Waguespack says it’s still his responsibility.
“I met with the mayor and said, ‘Look, mayor, we can blame a lot of things on the prior administration but it’s yours now and it’s yours to fix,’” said Waguespack.

In a written response, Mayor Truong says the previous administration didn’t allow for a proper transition. Mayor Truong alleges computers were wiped and documents were destroyed before he took office. He also says he’s working to get financial statements completed.

The arrogance or stupidity it takes to be completely unwilling to admit you’re in over your head to that extent is amazing.

This is what happens when you put a 23 year old in charge with zero experience or leadership capabilities.

Truong is too young for this.

And it’s really not his fault. It’s not that he’s stupid, he’s a smart kid, but he’s ignorant. He has zero clue what is going on and how to do it. There is nobody else there from previous admins or current that know how to help him.

Their mayor couldn’t run a high school student council. They get what they get.

Wtf? It’s absolutely his fault, he’s the damn mayor! His job requires him to be able to complete this task without assistance. He could hire an accountant for the city to prepare the statement if he wanted to.

Hard to believe it’s just Bogalusa. Have you looked around small town LA?

Is this the 23 year old as mayor lol? Shreveport did the same thing with Adrian Perkins, Harvard Law Grad, was in a high military role pre-law school. Ended up getting something like 3 DWI's in his tenure as Mayor. I guess in over his head.

I do think he maybe helped bring in an Amazon fullfillment center with a 2nd one coming to Shreveport (believe not his doing).

He's 23 with a 2 year old son? This sounds more like an SEC football team than Washington University STL. Wonder what his ACT score was and if affirmative action was part of reason he got into the school.

If computers were wiped and documents destroyed it sounds like someone should be arrested.

Bogalusa is the only city on the LLA non-compliance list, but not the only municipality by far. LLA non-compliance list.

Municipalities basically fall into four categories: village, town, city, parish.
There are 24 towns and 16 villages on the list.

And all the LLAn-c list means is that the State isn't allowed to disburse any money to Bogalusa until they get their audit cleared (or get an extension from the LLA). So this:
quote:

Waguespack says non-compliance means no state money, grants, or federal dollars can legally flow into Bogalusa. That much-needed money usually goes to things like infrastructure projects, recreation, and law enforcement support.
"A lot of cities throughout the United States need those supplemental funds,” said Waguespack.

..is a little bit misleading since it just means they currently can't receive money that they request. But it doesn't mean they lose any money that they already were awarded via various grant programs and whatnot. So let's say they've received some grant money and have requested it for work performed...those draws can't be processed until this audit issue is cleared (or they get an extension). Once they have that worked out, the submitted draw requests can be paid like normal.

Now, I'm sure any contractors billing the City for work aren't happy about this, but hopefully Bogalusa has money in their budget to pay those contractors and be reimbursed to bridge the gap, rather than waiting until they get the State money to pay.
