It's all a disguise. What they are really testing are these fake people as robots and using all of this testing to build millions of Soldier Robots.

you should see the scene from "cherry 2000" movie
they meet in a bar, then the bars had lawyers there to draw up written sex contracts, spelling out exactly what each person gets, or you get sued

if you havent watched the AMC show humans it is a great watch, especially the first season.
here is a scene from when a sex robot got tired of being abused by weirdos. the story is that most robots were dumb but the code that gave them singularity made it to some that were sent out. she is one of them. I dont want to give too much of the story away.
