They would only be able to appeal it to a federal court if there were some constitutional issue involved.
I don’t see how there is a 14th Amendment case or other such constitutional issue involved, at least not until St George forms an ISD and the NAACP calls it white flight.

The NAACP's concerns appear to deal with the school system which is not yet established. If it becomes against the City of St. George, then at least at this point the new city will have access to public funds for it's defense.
The local NAACP also sought to deconsolidate the City-Parish government, so I imagine their credibility in a case of this kind can easily be shot down
