Why would a 24 year old have a provisional license?
Cop went way too easy on someone he pulled over speeding, reckless driving, running light, being told by a bystander driver almost hit a bicyclist, and then found out driver should not be on the road that late due to having a provisional DL.

I don't want the government installing speed limiting devices on my car. I have no problem with speed limits.
Private industry (trucking) does this and that is fine. It's their choice.
I'm not claiming I have the "right" to do anything illegal. That would be a foolish argument.
I disagree with your solution, and it wouldn't improve accident statistics much, if any.
Most accidents aren't at 124MPH, but you know that, I assume.

Of course they aren’t. But nobody can give me a good argument for a car having the ability to go 125 mph on the interstate. This isn’t a seat belt argument. When you hit triple digits on a public road you are putting everyone around you in danger because of the reduced reaction time to things out of your control.

Don’t you dare tread on his rights man. George Washington personally said: “In about 250 years man will have the machinery to travel fast enough to kill someone. If they don’t take advantage of that hot, nasty, speed, I’ll consider my presidency a monumental failure.”

My first instinct would be to agree with you, but upon reflection I do actually feel bad for the cop.
I’m sure the internet keyboard bravado squadrons will disagree, but you can’t fault the officer for believing that the non-impaired driver would react to the stop and tickets by driving home at the speed limit. It’s not like he let him off scot free with no consequence.

Out West I would drive 100 in a lot of places.

EVERYBODY wants some mercy if they are doing this, but wants them thrown under the jail bc they were going fast. People forget right quick if that shoe was on your feet. Yes it would seem like they would be alive but if cop took 30 more seconds they would not have been by that truck. Things just happen that you can't predict. Sad that they aren't here but it just happened that way. Some parents are in deep despair after getting that news. I truly feel for them.
