Maybe I’m reading it wrong or maybe I’m ignorant of some New Orleans math method, but it sounds like they got paid for official police work and perhaps overtime while they were working on private details. In other words, they lied and got paid for work they didn’t do—which is fraud.

The second part of your post is correct. Basically it’s alleged the public integrity division had unlimited power and was using it to do whatever they wanted including demoting anyone who challenged them.

Fringe benefits should come with shitty jobs.
It sounds like they are charging time to both the city AND private details for the same hours worked. That’s fraud, not fringe benefits.
It means that the department is paying overtime to officers that aren’t actually on-duty or even really available to respond to calls. That means the taxpayers are “footing the bill,” unless you think the private details are paying for officers that aren’t showing up (which seems much less likely, as you would think the folks paying for those private details would notice).

This smells of rampant corruption and cover up, unfortunately not surprising. Gernon is a good dude, he got screwed.

The city needs more cops and especially good cops.
They need @1,300 minimum and now it only has @800.
2 things I see as hurdles-
Social villification of cops hurts the profession. The social makeup in Nola is such that racial friction is exaggerated. Villify the cops and you end up with more cops who are villains.
2. Consent decree (circa 2012). This order makes it tough for cops to do a job that often times requires them to perform lightning fast duties in life threatening situations. The decree requires them to be especially “careful” so as to not offend anyone’s civil rights. That’s nice but very hard to carry out.
Anyone wanting to be a good quality cop is going to give New Orleans very little consideration.

They literally have a team federal monitors overseeing this for over 8 years. Yet a chemistry professor in his spare time can do their job better.

I can't speak for all if it, but the original guy was getting paid for a detail from, say, 8-12 then clocking in for NOLA from 12-8. There was no gap. Meaning they had no travel time from the detail to their shift worked, which is wrong under NOPD guideline.
Can't speak for actual overlapping like working a detail during their shifts.
