Little known fact, there is a "special exemption" for people appointed to govt jobs to allow very lenient income spreading over several tax years, well above what is normally allowed by the IRS. It was put in place to not "burden" people moving from the military into high paying defense contractor jobs and vice versa, guess they want there earned income free like the kickbacks.
