Best ranking I have seen with Zion is around #20 in the NBA. Ingram was at #29.
Is it the talent or the coach?

The talent doesn't fit, and the coach isn't good enough to correct for that.

You don't need a true lead guard. You just need a guard that is a shot creator. Look at all the teams that have advanced. They have combo guards that create.

Agreed that we need more creation, and creation can come from any position. Jokic is the primary creator for Denver.
