I think you are right about the first point, wrong about the second. Though, interest in craft beer is certainly growing, it is still very much behind most states that Founders distributes to. Case in point, when KBS hits stores in Baton Rouge, it sells out in a day or two. When it hits stores here in Austin, it is gone within 30 minutes to an hour. And KBS is sold by the 4 pack in BR. It's sold in single bottles here in Austin.

there are a million beers out there for people to cut their teeth with, why would a new brewery in Louisiana want to compete over blonde tap space?
A solid IPA for a new brewery would make a bigger stamp to the people who are paying attention to new breweries opening.

comparing Baton Rouge to the Hipster Mecca of the south is bit unfair.

Right. Breweries aren't killing it because they can sell 100 cases of a 1-off specialty beer to mavens in 30 minutes.
You have to be able to attract the people that aren't really interested in beer, which is a huge % of the population.

I agree with that. They also are an extremely small operation that self bottles. They two owners work insufferable hours and they are really limited in capacity. They could have ramped up faster with a more mainline offering that is cheaper to make.

even still, both those cities are have much larger hipster and young professional crowd which is what craft beer is geared towards.
It was not but a few years ago that Chimes was majority foreign taps and now almost everything is from US brewery

I can say that is 100% false.
If it is sold here, it sells out within an hour. If it is announced the day it will sell, it sells out before it makes its way off the truck.

Do you mean that there are no IPA's made in LA that are worth buying? Or are you singling out "IPA's" vs DIPA's and Imperials?
Regardless, Hopitoulas is a single IPA and definitely worth buying.

because there is not local IPA that is worth seeking out. Almost every other local brewery has blonde.

In maven land it is not. I did have a double dry hopped version that was very good the other day. Similar to EZ7.

OK, I just don't understand how you're not seeing this. There's been numerous articles on it. Some claim there's too much attn. devoted to IPAs in general much less having that as your only offering.
