The human condition does not necessarily change. The remedies to adjust the data does.
For example the proliferation of birth control and the morning after pill (ironically named RU486 when it first came out...as in are you for 86ing your baby) increased. Teens are more than likely still fricking at the same rates.

so there was a conspiracy started in the 70s to start collecting data on social pathologies and either intentionally over-state it for the era I'm discussing, or at some point in the mid-90s, it conspired to intentionally under-state the data....for...reasons.
