I'm 20+, double digit deployments, from E-1 through CPO to Officer. I think I'm well qualified to ascertain if a ship has problems and this one doesn't.

Huh?
A liberty incident is a situation in which a service member gets in trouble while on liberty. It's a common occurrence for ships with bad actors to have liberty incidents when they pull into port. On a carrier, it's more common because of the large amount of junior enlisted onboard - the most likely folks to commit and incident.
This ship had none.
